Hmm... I don't understand the reference.

Sorry; didn't mean to be obscure.
This is a UK phrase, I guess. As the Scotch are famously close with their money, they are sometimes prone to be "Penny wise and pound foolish".
That is, to buy a secondhand something on the cheap, only to spend far more repairing and restoring it to usefulness. At this point, the original price remains only a "Scotchman's Dream".
