2001 A8L HID headlight...bulb? ballast? other mystery?

Starting a new thread for this one since I don't want to hijack my own topic on front brakes.
I got the dash light telling me that something's up with my HIB headlight. Sure enough, the passenger side is out. I turned on the lights in front of a mirrored window and see that the low beam flickers for a few seconds and then that's that.
My logic tells me that if the bulb flickers, then it's a power supply issue (maybe a ballast?) rather than a bulb. Silverd2 already gave me some wise advice about how to troubleshoot the bulb, but given the headlamp flickers, does that lead me/us to any conclusions now before I go messing around with bulbs?

I should've just taken silverd2's advice and switched around the bulbs! It's the bulb (whew!). Any recommendations about what to replace them with? Amazon has the sylvania DS2's for about $40 a piece...also, should I replace both at once or just replace the burned out one?

I haven't had to replace an HID bulb yet, but understand that different brands or even different ages of the same bulb will appear different colors and/or intensity.
Pay attention also to color temperatures of new HID (non-OEM) bulbs...the higher the temp, the bluer. Oem bulbs are, I believe, 3200K...appearing basically white...about 5200K is true daylight (in photographic terms). Some HID replacement bulbs go as high as 10000-12000K, which appear extremely blue....a little silly lookin.
