BLOWER NOT WORKING?

just pulled off the blower motor and it is fine. I can bridge the wires and it comes on.
I voltage checked the rest of the wires and I need help with the yellow wire in the picture that I think turns blower on and off and goes to the controller next to blower?
should this wire have a voltage coming through it or is the controller next to the blower just stopped working?

The controller varies the amount of ground to the fan to control the speed.
The yellow wire (with red stripe) is the signal wire from the climate control head that tells the controller how much ground to allow.
I don't know what the normal reading on that wire coming from the head should be, but it should vary according to the fan speed indicated on the head.

I was using a pen with the read light in it to test 12+ so I guess that the yellow wire wouldn't light up the red light?
so I am guessing the controller/resistor is toast?

Controllers are expensive...I'd consider a test first:
Is the climate control head showing that the fan is running? ...bars?
With everything on, I'd put 12V to the signal wire (disconnected from the CC head to see if it activates the controller/fan....if it does, the controller may be OK and the wire or CC head is the problem.
Just what I'd try myself. I'm guessing that, in normal operation, that the signal wire is not at a full 12V except at highest fan speed...and way less at low speeds..NOT SURE THOUGH. It's the way that some other systems are operated to activate controllers that vary ground to other components.

ive bridged the wires and black to red turns on fan. red to yellow does nothing and black to yellow does nothing, and with all the bars on full inside the car.
