My 99 has lost some power, and it it really smells now. The manual says that emissions/cat might be the problem, and some speed limiter sensor might be the cause. I was recently on a spare tire as I fixed a flat tire, but I doubt that is the cause.

I hope the stored codes will help out, the light has been on and off every few weeks, but never blinked til now.

I did park very close to a snow bank, but I dont think 1 minute of idle with the exhaust stuffed with some snow would upset the car so much.

that sounds like a clogged CAT. My car did the same when I got it.

I was on hiway, in the big ice storm. Drove like 5 miles to indy shop at 20mph

It was not safe to stop and get a flatbed when cars are brokedown everywhere and no tow is gonna happen
