The TC stuck off would make all the shifts smooth.
The TC is open so there is no direct connection between the engine and the tranny.
$2500 is a lot for the TC job and there is no guarantee that it will fix it. The rebuilt TC will not fix the hwy dropout.
If you are close to Chicago I can rebuild you tranny, TC and the valve body for $3500 including all the parts, labor and 12K miles/12 Months warranty.
