This could be a standard practice for some manufacturers.
I know for a fact from a former BMW country technical director that BMW's speedometers were off by 5-7 kph (3-5 MPH) off from the actual speed. This was confirmed by comparing my indicated speed with the speed from the on-board computer.
The only way to check for the Audi, I guess, is to have a radar gun or to have an inside source?

in the German law.
Basically, the speedo can NEVER show a lower speed than the actual speed. Since people put different tire sizes on their car, they have to show correct reading even if huge tires are put on the vehicle.
The standard wheels on the D2 A8 in Germany were 16", some people but 20" on their cars, they still need to be able to get the correct speed readings.

and it's the diameter/circumference of the tire that counts, not the diameter of the wheel. All the Audi specified tire sizes are within less than 1% of each other. Take a look at the delta speedo error column in the link.

A8/S8 tire options

I've done some comparisons to my speedometer readings a easily see the differences. I haven't made a chart yet of displayed/'instant' average/gps readings yet. Maybe I can do this over the weekend.
