DTC 18020- ECU incorrectly coded (35-10 Intermittent). Anyone have a guess?

Default DTC 18020- ECU incorrectly coded (35-10 Intermittent). Anyone have a guess?
The ECU is hard-coded and can't be changed. I wonder how the coding could be incorrect unless the (OMG)ECM itself is going south?
