To access it, remove the three rusty nuts shown in this photo.

same issue with mine, before i bought it.

They replaced the tank due to the lines coming from the lifter pump that pushes the fuel over from the one tank to the other. Pull those lines out and check them, could be as simple as a line came off, broken line, or failed lifter pump.
