gasket sealer vs RTV , whats the diff? does it matter for the water pump?

So I have RTV , someone was on there way from town and I asked them to get me some gasket sealer and they showed up with some <a href="http://www.permatex.com/products/automotive/automotive_gasketing/gasket_sealants/auto_Permatex_High_Tack_Spray-A-Gasket_Sealant.htm">Permatex High Tack spray-a-gasket</a> sealant.
So is this what I should use?
Should I just use RTV.
I dont want to F this up, its a lot of work to get back to that water pump!

I use Hi-Tack to glue gaskets to the water pump, but none normally on the block side. This helps when you take it apart. But I would be tempted to use it in both sides when the pump is hard to get to. I use it also on the threads of "wet" bolts. I recall using Hi-Tack (lots of it) on a BMW when the new pump lacked a gasket in the box and I had failed to check before I took the car apart. It sealed metal to metal and did not leak.
Having said this I just had a slight gasket lead on a Ford WP with one side only Hi Tack , but the pump is stupidly engineered with a combo of 8 and 13mm head bolts. The little bolts are clearly inadequate and seem to be in the higher stress places. Go figure. The leak stopped when I snugged them up, however.
Silicone is not generally used with paper-type gaskets.
