If you have water leaking everywhere, the first thing you need to do is fix that
You said you had the problem after a heavy rain....but when you go around corners, it sloshes out.
Drain AC evaporator drains, and then drain the cowl, make sure your electronics box is not filling with water, from your discussion, it almost sounds like it is.
I was looking at a facelift model. Today I looked at the pre facelift model. The high beams are not powered through the lamp control module, that's why they work.
You need to check if S3, 15A, S4, 15A, S1, 5A, and S2, 5A are good. Those power up the low beams and the lamp control module.
This shouldn't be hard to troubleshoot if you know electricity. It's realitively simple as compared to the facelift module.
