Default Help EVAP Problems

My 1999 A8 has been having this recurent problem with EVAP Fault codes. The dealer under waranty apparently fixed this problem couple of times.
The codes with VAG-COM are
16825: Evap emission control system-incorrect flow- intermittant, &
16839: Evap Large Leak- intermittant.
The dealer replaced the gas tank seals and had checked the system over. However after waranty expiration the codes were back again and I paid the dealer $350 for diagnosing and replacing the gas tank seals again. Now a couple of months later I used the scanner after oil change and see the codes are back on. I have inspected the EVAp system and used Bentley manualto trouble shoot it. Bentley says to check Block 08 Display grp 012, feild #4 displays "tankvent on", rather than the listed results of either EVAPactive, EVAPinact or&-adaption. Bentley manual does not mention the value I get ie "tankvent on".
Check engine light has never been on and the car runs smoothly as ever.
Any clues & help will be appreciated.

Dealer want to start replacing components one at a time!

have you used the leak detection pump to aid diagnosis?

Bentley Manual only mentions testing for impedence at LDP terminal and they are within specifications.
The only other info I have regarding testing is to presurise the system using block value o71 and the using soapy bubles to check for leaks. On my car block 071 reads errors in all fields. Hence I am unable tp pressurise the system.
The more I think about this problem, I feel that fault lies in the ECM. I am going to let it be since the car runs well, and wait and see what happens.

have you obeyed the ldp test conditions: temp etc?

Bentley manual doesn't mention any specific requirements. I tried it with engine warmed up and idling.
I have cleared the codes and checked 08 grp block 012 and "& adaption" process begins normally and then goes on to reading "vent off". However the error code has not been reset !! yet (50 miles). Something strange is going on, I will just wait and watch what happens.
I will post the follow up.
