If repairing and A8 in a collision is expensive then why are insurance rates not that expensive?

Insurance costs are driven to a large extent by medical coverage costs. It makes sense then that a safe car would incurr less medical expenses for the occupants, thus saving the insurance company money in case of an injury accident. The cost of fixing the vehicle is offset by the lower expected medical costs.
