Overheating vs. temp gauge issue?

My dad called me up because he was worried his car was overheating... said the needle was up 3/4 of the way (so 1/2 between normal and max). Strange though because this morning and today wasn't hot at all, and he doesn't drive very far or anything like that. No warning lights or anything, and he checked the coolant level. All was fine aside from the fact that the fan kicked on after he shut it down.
I know when I had my B5 the gauge was off at one point and it was just a coolant temperature sensor... any chance of this being the case again? I'm not at home so I can't troubleshoot myself, the car is going into a local shop in a week though. Any other possibilities? Thermostat?

it's probably 70 out, and the needle was buried on my dad's <4 mile drive home for lunch. my guess, water pump. it'll sit until the shop can take it next wed., we've learned our lesson taking this car to dealers for post-warranty work.

should the timing belt definitely be done if it is the water pump?
