My favorite is STILL the guy with the armor plated bulldozer :D
Mayor or someone else decided to shut down the guys business, which I believe was an auto repair shop. Needless to say, the guy was pissed. So he disappears into his garage, and comes out a few days later with an armor plated bulldozer 
He then proceeds to go on a rampage, destroying a large part of the town. Before I saw that though, my favorite was the guy that stole the tank from the Army base..

That was in Colorado back in 2004
The guy spent quite a bit of time building the thing too. Once they were finally able to take good look at it, he had actually poured concrete in-between two steel plates.<ul><li><a href="http://www.youtube.com/watch?v=5ZFlbq7aqeY&feature=related">Youtube Video</a></li></ul>
