Steering wheel does not move (up, down, in, out)

This is one of the issues on a 97 I am considering buying. It is not a huge issue, but it is a nice feature to adjust the wheel as you adjust the seat. I am wondering two things:
1) Has anyone had to deal with this problem, and what did you do?
2) If it can't be fixed (relatively inexpensively), can I somehow change the position it currently is in?
I checked the fuse which is fine, so I think it must be the motor (?) Any other ideas, or ways I can diagnose the problem? The dealership thought the parts that make it move would cost over 1K! I'd like to go with this car as it will be a great deal (from a friend), but trying to figure some of the issues out…

next to the controls pushed in? also try turning on the seatmemory button in the driver's side door. If the unit is bad, I'd pass on this car if it is important to you ( and it likely is).

I tried it with the button in and out, and it does not move (or retract when getting out of car). The memory seat function works. No sound is made when I push the steering wheel buttons. I may try to still figure it out...

I have to claim ignorance to the mechanical workings of this… Which two motors are you referring to? Are there two separate ones that control the wheel movement?
