stuck horn, please help! (mygodwhathaveIdone)

My horn and steering wheel controls stopped working, so I was looking to see if a fuse had blown. I did this by pulling one fuse at a time, inspecting it, then replacing it. Of course I had the ignition on for some stupid reason.
When I got to the 4th row (the blue row) I pulled a fuse and the horn suddenly sounds!
I put the fuse right back and: the horn continues to sound!
This isn't the alarm horn, its the normal car horn.
I'm going to try and reinstall my bentley cd to see if I can figure out what is happening, but does anyone else have a clue here?

I have pulled ST1(black) fuse 8 which is the horn fuse. this will allow me to drive, at least. but I need a working horn to pass inspection.
The fuse which started the horn on is one of the following:
1)Fuel Pump 20A
2)Ignition Coils 30A
3)Lambda sensor 20A
Any ideas on how pulling one of them would trigger my horn? any ideas on how to reset it?

Also, note that the horn and steering wheel controls all stopped working at the same time some weeks ago. is the self-canceling ring the only thing these systems have in common?

I'm gonna guess that the fuse pulling triggering the horn is either coincidence or somehow just "exposed" an unrelated, existing problem.
There is a spiral spring related to the airbag in the steering wheel, buried behind the wheel, between the signal switch box and the wheel. They sometimes make "dragging/scraping" noise during a turn when failing. I've read about owners of other Audi models breaking this spring and triggering a continuous horn blast.
Just a guess, but can only assume something broken/shorted in the wheel.
Don't go messin with that airbag without a manual or knowin what you're doin...you'll blow your head off!
Good luck....and disconnect the battery!
