Default throttle valve position

The car is showing excessive fuel consumption around town. There are no error codes showing up but the dealer said the throttle valve is at 8 degrees! Suggested I use carby cleaner and this should fix. It didn't. Any ideas? To me there is insufficient throttle response and clearly if the valve(flap)is in the wrong position, the ECU is probably being fooled?

Default You need to vag-com it

It has a measuring block for it, you need to watch it as you drive down the road. It sounds very odd that it's at 8%, I believe it's suppose to be less than 1% when the gas pedal is not depressed.
