Open right timing belt cover and measure tension damper length - 15 cm on cold mashine (13.8 cm maximum on new belt). Am I need to replace belt ?

The timing belt should be replaced due to age or miles.
Over time it stretches slightly, which causes the damper length to change to make up for this change.
This is what causing the valve train and crank timing to change slightly.
Why did you pull the cover off?

First: I don't know when it replaced.
Second: I think, that previous owner didn't replace rollers properly when he replaced belt (He was very mean )
I have this car about 1 year
