I have been hearing some kind of noise that comes on every time I turn the car off. It seems like some kind of electrical motor doing something for about 2-3 seconds after the ignition is turned off. It comes from the vents or that general area. Possibly flapper motor or the AC compressor shutting down? Anyone else heard that before?

If so, then what you are hearing is what ryoung stated- the compressed coolant in the AC system continuing to flash across the JT valve (orifice) until the pressure equalizes. This is normal.

Does your air conditioning "hiss" immediately after shutdown? Noise comes from passenger side cowl..
