I just took my car to get windows tinted...hour later the guy brings my car back and says he doesnt want to do it because its double payned and it might cause the windows to crack if he put tint over the factory tint is this true..he also said it would be hard for him to do the side windows because of the felt window trim rubbing the tint

No, it's true. When my windows were tinted, I found a six inch crack in the rear window about four hours after picking up the car. Two days later it grew into a horseshoe shape.
Ended up getting the rear glass replaced here in MD, but got it retinted at a really good shop in Rochester, N.Y. A word of warning: Don't get it done on a rainy day.
