FYI, I also price my CPO cars about $3k above non-certified and am willing to deduct ~$1500 for going without CPO. The reason behind this is that my cost for the warranty itself ranges from $1400-$2000, and I average $1500-1800 in reconditioning work on every car. I don't have to pay for the warranty until the car is sold, but I do the mechanical/cosmetic work before offering the car for sale. The recon costs need to be covered by the sale price regardless of warranty coverage. The customer does end up with a fully serviced car either way, assuming the dealer did their job correctly.
Most potential CPO cars need tires and brakes by 35,000mi - they need to have ~70% of their life left, so even if they would be good until 50k they must be replaced. This is why CPO recon costs can be unexpectedly high on an otherwise well-maintained car.
What drives me absolutely insane is the local dirt-lot used car dealers that advertise their junkers as "Certified" because they are covered by lemon law. But that's another issue entirely...

Dealers will buy cars that have had lots of PPW...or previous paint work and to me, I would not want a car with that...I've watch them bid up 2 a6's that had ppw and a airbag light to well out of wholsesale price. I just shake my head. If they want it bad enough, they had the funds to back it, like Bruce said, they ride on their laurel's of being a huge dealership while small fry's like us have to be extremely picky about what we buy. I've spent many long days at auctions never to end up with a car as the deals were just not good enough(that doesnt just indicate price).
