Not sure where you're located. In North America, Craftsman Tools offers a reasonably priced 3/8" drive torque wrench with Nm scale. In Europe, USAG (Italy) tools are very good. Not the cheapest, but well worth the price.
That said, if you are good at Arithmetic and can read a conversion chart, Do that and set your torque wrench as appropriate.
Buy the proper service manual for your vehicle (Electronic version is likely, but we still have no idea if you are in New Zealand, Romania, the UK or North America). This way, we won't need to wish you any luck. You will have the material written and verified by well-educated individuals. Don't rely on youtube videos for critical repair operations. Otherwise, you may as well print one of these up....

I am located in the US, California. I bought the parts from amazon (contiteck kit) except the thermostat which I got from audi. And the needed tools from snapon.
The wrenches I found do not have exact scaling as needed by specs. For instance for the closest to 6Nm (required when pre-tensioning) is 5.56Nm. Which shouldn't be a problem right? The deviation is really small. That was my question. I look into craftsman's tools and see if I can find anything better.
Also, about the other question, the car should be in neutral right?

but my cars old has a lot of miles and oil seaps up hear in Toronto where we get snow/salt/sand covering everything
can someone help me locate where the crank locking pin goes?
is it needed?
when I pull the belt are thinks going to rotate?
i feel like if I mark and count the number of teeth on the belt and leave the cam locking bar in place I can re-install new belt in the same spot
