I think your reasoning is correct Mr. Bally. However, morality aside, having your light on the side that is facing oncoming traffic shinning in their faces would not really make you safer.

There is actually a VAG setting (Channel 23: Tourist Solution) that modifies the headlamp pattern between U.S. spec and European spec. I've never tried it, but it makes sense. I don't know if that has anything to do with the levers, but I wonder...

If you look at the pattern the light projects you will see something like this;

Moving the lever should change that pattern to;
\___ \___
Most you are going to do is blind the other drivers and **** them off.

the reason is simple, the pattern on the headlight closer to the outside of the road points upward to help the driver reading road signs.
all XENON equipped cars in US have this on the passenger side.
