Streaks or stains on the inside of the instrument panel glass. I'm wondering how this

could have happened, but never-the-less, how would I get inside the speedometer, tachometer glass to clean these things?

Seems like a drastic temperature & humidity change caused it.
I highly suggest buying the bentley service manual. Here's my interpretation:
Looks like a PITA to remove the instrument cluster. Then you get to try to disassemble the cluster to get behind the plexiglas. Be aware that the Bentley service manual says do NOT attempt to disassemble the cluster.
To remove, remove the dash trim pieces 1st on driver side, then open coin tray and slide drawer front to the left to remove the trim. Then open glovebox and pry trim piece off from right to left.Careful with switches & wires.
Remove the air vents on each side of the instrument cluster. First turn the adjuster dial fully up. Then the manual says to insert two jeweler's screwdrivers in the bottom vent slat to release the holding clips. You may need a hook to pull the whole vent out. Disconnect wiring as appropriate.
Remove screws holding the cluster and relase holding clips.
The procedure shows the steering wheel off but it is not mentioned. Perhaps you don't have to remove it.
