Vacuum Exhaust Opening

So I decide I should polish the exhaust tips and notice there is a vacuum valve on one of the exhaust openings on each side. It appears to be the same as what Porsche used on the sport exhaust on my departed 911. So a couple of questions:
1. At what point does the exhaust open? Is it based on RPM?
2. What negative consequences would it have if you manually locked them open?
3. Could you program the car to open the valve when you are in the dynamic mode or sport mode on the shifter?
My Porsche had a switch on the dash that would either open or close the valve.
