Someone switched my 97 alloy wheels to 95 wheels and wonder if there is a size difference between 95 and 97.

..and speedo has nothing to do with wheels or tires. It is the same even if the car is set and blocks and run in gear with no tires at all.
As others have said, relationship sounds right to me.

As said already, the relationship doesn't change with the tire size but there's a +/- tolerance between the tach/speedo. Could be 1 or 2 percent. For example, my son's 96 A6 Avant is about 25 rpm lower at the same speeds.
I expect that the tach reading at each of the above speedo readings will vary from car to car.
Unrelated trivia:
195/65/15
205/60/15
205/55/16
Your speedo will read within 1.2% of the same actual speed with any of these tire sizes. For example, compared to the 195/65/15 reading 60 mph on the speedo, the 205/60/15 reading 60 mph would be travelling an actual 0.75 mph slower. Not enough to worry about.
How do I know?
