Default air conditioner - burning chemical smell

my car - 1991 100
There is a bad burning plastic/chemical smell coming from my air conditioner (not mold or burning oil). Doesn't happen when the heat is on. Also - it is intermitant.
There is no smell when I lift up the hood. The car is not overheating. Anyone have any ideas of what it could be?

Default I had a similar issue once

Turned out that a plastic sheet (grocery bag?) was stuck to my cat-converter and slowly burning. Fix was to simply let it burn away...
