Yes it will work just fine. However, it would be quite the undertaking. What I mean is you will have to make an small cut in the roof, at least partially remove the headliner and then link an extention to the antenna wire. If you go through with it, please post a pic for everyone.

Default instead of on the roof, I was going to mount it on the rear fender...

in-place of the current power antenna.

Default Oh, O.K., I understand now. Only two forseeable problems in my opinion.

The first would probably be the clearance issue. What I mean is, will the hole in the rear quarter panel be big enough or too big for the bottom of the antenna? The second being, will the rubber grommet/ seal on the bottom of the antenna contour its shape enough to match the fender? The second problem would be the biggest hurdel to overcome. What exactly are you trying to accomplish. Are you looking @ changing the look, or are you tring to just replace a broken antenna w/ something you already have on hand? If you'r just looking to change the look, I would consider using one of the internal rear antennas on the early C4's. Since those cars utilize two antennas (the one in the winshield and the one in the trunk) You might want to modify it by getting an amplifier from radio shack, than put one of the circular caps on it and have a hidden antenna. Otherwise, if your antenna is broken. You can get a universal power antenna from Autozone for about $30. (I have personally used them and they are easy to install and look factory, the only thing really needed is a two dollar test light) I don't know what exactly what you are shooting for, so these are just merely suggestions. In any event, I would be interested in knowing how it works out for you. So if you go through w/ it please post a pic.
Good luck to you Bman
