The engine should be running when you do the final fill too.

is at the correct level when it just dribbles out of the fill port on the side of the pan when the car is running in "P", all accessories off. As Seattle Scott says, you probably are 1/2 - 1 liter low.

I lubricated the O-ring with trans fluid before installing.
Regarding the temp, I know the manual says to make sure the temp is 35-40 degrees C, however, I don't have the full VAG-COM and the freeware version wouldn't give me the trans temp. So, I assumed that if the engine and trans are at normal operating temperature, that would be sufficient.
I measured the amount of fluid I pumped into the trans, 2.5 liters. From posts here, the amount for a service should be 2.7 liters. So I'm pretty close. Next time, I'll check the level with the engine running in Park.

I'm going to do one more service after about 1K miles. Then I'll do the full flush through using the trans cooler lines a while later.

Body (37C) temperature on pan. Later when I had access to my laptop w/VAGCOM I checked the fluid level again. At 40C ATF temperature the ATF level was perfect.
