Default Car won't start (1995 A6)

My '95 A6 refuses to start. The engine turns over and everything is "OK" according to the ECU. I suspect a fuel problem, either the fuel pump or the fuel pump relay. I can't hear the fuel pump buzzing before I crank the engine.

My question is: where is the fuel pump relay? Is it begind the trim in the right hand side footwell?

Before the car died, there was a noise coming from there, which sounded like a relay oscillating.. it make a "grrrrr" type of noise.

Pump is in the bottom of the tank.

With "Key ON Engine Off" you should hear the fuel pump run for about 1 second.

I have a similar situation. My green car just began exhibiting odd behavior. Two days ago I fired it up for the first time in a while, and about 7 minutes after starting the engine light came on. I stopped the car about 4 minutes after that and ran in to get my kid. When I emerged, it cranked and cranked, but no fire. I let it sit another five minutes while making a panicky phone call to my wife. It then decided to start. Drove back home ok. Let sit for a day, and then drove it five blocks to work (I was in a drastic hurry), and then tried to start it up after work and no go. I can hear the fuel pump buzz when I first turn the key on. The blasted thing is only five blocks away, but I can't really work on it there, and I'd hate to pay for a tow, only to find out it's something silly easy. Any tips?

I pulled a code for the camshaft position sensor, so I ended up towing it back home with my Vanagon. Is the CPS a typical failure item? Is this the proper part # 0232101027 ?
