Climate Control fan strangness

My 1996 which is newish to me has full C/C which has a problem, when turning off direction controls (any button) the fan always kicks to MAX, if the engine is running while doing this the a/c will also start regardless of ambient temp.
If I press AUTO button max fan happens as well.
I'm guessing this is'nt as its designed to behave.

wait and see if the fan speed goes down after a few minutes..
my 96 acts the same way but once it registers the temp it lowers the speed of the fan..
I think It has something to do with the north american coding for the control unit
it always goes back to a certain setting after some functions are turned off
