Default Cougar Problem Re-Visited

If it's making a loud noise when the car turns in the cold, wouldn't it be the power steering fluid?

could be part of the problem...but if the steering is notchy, and works irratically, it is more than likely the rack itself....check the fluid level, and see if it is leaking from the pump area or hoses..if it is low on fluid it will for sure make noises..make sure if you add fluid, it is of OEM specs...
