getting some head help

no, don't read it that way!. Finally got the engine back together after the "screwed" head incident. The car's been sitting since November with the head off. In February, the machine shop fixed head with the screw hole and the head has been sitting on the shelf with the lifters out since then, waiting for me to get back to business.
Afer fixing the screw hole, the shop tested the head. All three cylinders are fine and equal. The other head was never taken off.
My question is, how long does it take to build up enough oil pressure to make the lifters work? While I was putting it back together and getting the cams lined up, I noticed that I could hand turn the engine all the way around without any valve interference.
At this point, the driver side head was on, but the valves weren't opening because the cam was not in yet. However, the passenger side head/cam was never touched. The T-belt wasn't on at that point, but I thought there would be some interference at some point, turning the engine over multiple revolutions.
I thought this odd, but figured the oil pressure had leaked down after a long winter's nap.
Today, before i put the plugs in, I cranked it for a while, hoping to see the oil pressure come up, but it didn't. Even with the plugs back in, it cranks relatively fast, as if there was no compression.
Anyhow, I'm puzzled. Any btdt help appreciated.

to re-prime the lifter by placing it in a coffee can/container of 5W-20W motor oil and pumping the lifter. Then you re-install them and the camshaft & TB, and then let them sit for ~1 hr before manually rotating the crankshaft several revolutions to ensure no interferrence exits.

No, or I'm not sure, how they were sitting. I think upside down. Is there any way i can tell without taking it apart again?
What about the other side, which I didn't touch?
If they were sitting right, is it possible for them to pump up on their own?

in the head won't drain due to the oil system design.
