Intermittant low beams

Not sure whether I should look to replace combo switch, ignition switch or just headlight bulbs, which I haven't done yet.
Looks like it is a 9004 (dual filament) so if highs are working, then the problem w/lows being intermittent don't reside there.
Oh yeah, the highs work; and sometimes no low beam.. Just noticed when I got flashed on the way home from lap swim the other night.

I'd start with the cheap easy things first.
1. pull up close to a wall or garage door so you can see the headlamps working and fiddle around with the ignition switch and combi switch to see if you can duplicate the fault.
2. Get a wiring diagram and ensure all ground connections are secure.
3. replace the $35 ignition switch (much easier then replacing the combi switch...unless your name is Doug)...they ALL go bad eventually.
4. clean the combi switch with electrical contact cleaner.
5. listen to anyone else's advice.
6. replace combi switch if necessary.

Ok I tested with the car on, flicked the combi on & off until the lights came on, so it's fouled contacts.. In fact when flicked the headlight combi switch on "hard" the lights would come on vs. not coming on.
Any ideas around cleaning the contacts? Can I remove the boot and go to it, or is a more involved DIY
