Default Major Engine/Acceleration Hesitation/Studder

I have an audi 100s 2.8 C4 1993.

Until I push the gas pedal down about 20% it begins to studder and you can her the engine almost choking for air or gas or something. but if i push the pedal all the way down it delays for a second then takes off and problem doesn't occur. I also feel a big loss in power.

I have also changed the air filter.
I have cleaned the Master Airflow Sensor

And it seems to become better when I adjust the vacume hoses on the right/top of the engine.

Most likely a vacuum leak. Have you check the rubber boot at the MAF to throttle body for cracks?
