Remove the rain tray from in front of the windshield.

On the driver's side of the heater box you see the heater valve and the 2 heater hoses connected to the heater core.
Touch the hoses and make sure they are both hot.
<img src="http://pictureposter.audiworld.com/57225/heater_valve.jpg">
Turn the heat on, and watch the white levers on the passenger side of the heater box. They should move as per this photo:

You also want to make sure that vacuum is making it through the vacuum line that originates on the drive's side of throttle body, goes through the fire wall by the brake booster, and feeds the heater box in several places. If you're not getting vacuum or you're losing vacuum due to bad vacuum lines/hoses, then the heater won't work properly

It's a pretty complex system and I think the blend flap is only a portion of how it makes hot/warm/cold air. I'm not even sure why there's that vacuum operated heater control valve, unless the system actually shuts off the water supply to the heater completely for better/maximum cooling in a/c mode.

...from "LO" to "HI" and make sure that the arms are swinging fully from one extreme to the other.
At the same time, you want to be doing the other checks I mentioned, because you can't have heat if you're not getting hot water to the heater core.
