no low beams, but highs work

I searched the forum and some posts indicate the combination switch. Others point to the ignition switch. It's a 92 100 CS. Neither lows, nor fogs work, but switching to high beams work (except that I get blinked by other cars)
It first happened the other night when it got really cold. After driving for a while, someone blinked me and i flicked them down to show they didn't work. presto, the low beams worked.
now they are back to not working again. i have none of the problems associated with ignition switch like sticking, etc. (I replaced it a couple years ago when it did that)
so how many votes for ignition? how many for combo switch? how many votes for something else?

Agree combo switch. There are no relay to power the headlights, therefore the power goes directly thru the switch. After years of use the constant arcing will eventually burns the switch contacts. Replace the switch.
