Default OBDII / Door lock issue

Two Questions about my 1996 A6 Q:

1) There is no power at pin 16 of the OBDII diagnostic connector. All fuses look good in the cabin. Suggestions please.

2) I have to double click to lock the car, however single click unlocks it. How to reset it to one click? Can't use vagcom 'coz it does not recognise the module. I guess it has no Central Locking module.

Default module is not OBD compatible.. maybe someone here has the programming instructions

also was the ignition on when you tested the plug

Default Ignition was on.

I wanted to use vagcom 'coz the check engine light came on and that is when I noticed that vagcom was not communicating with the car. Measured the voltage at pin 16 and nothing... May be some one knows if there is a fuse on this circuit.
