Gage cluster is easy to remove.
Tilt the steering wheel all the way down and telescope it out as far as possible. This will give you some room to work.
The trim piece above the steering column is held on by 2 screws. You have to get down on the floor and look up to see them. Remove those 2 and the cluster is held in place by 3 screws.
The wiring harness to the cluster is on the far left/drivers side. You can completely remove the cluster and work on it on your kitchen table.
This is the procedure for my 95 A6.
