Sticking parking brake

When i pulled up on the parking brake, it now does not fully release. The right rear brake disk runs hotter than the left, so I think the brake is dragging. What usually goes wrong? I'm going to look under the car tonight and see if I can find the problem. Is there a lever or cam in the caliper that is sticking and can easily be freed up?

pressure. A new one runs about $75 from one of the on-line parts suppliers.

Upon inspection, the cable rotates a cam on the brake caliper. This "cam" is very hard to turn. I sprayed it with liquid wrench and it does not free up. Applying the parking brake turns it, but when you release the brake, the spring does not return it. It can be returned by tapping it with a hammer. It will not return on its own on both sides, but the right side is worse. Is there a way of freeing it up, or do I have to buy new calipers?
