Put on the timing belt aligned the marks from the old belt made sure it was top dead centre at cyl 3 put on my vag tool on the cam sprocket tightened everything, turned the engine by hand, cams turned 40 degrees and stopped dead in their tracks, what did I do wrong everything is as they should be, where should I go from here?

Did you have the crank lock tool in place? It sounds like you used the cam locking bar ("put on my vag tool on the cam sprocket").

yes I did put on the vag tool on the cam shaft, Car was left on TDC mark 1 0' clock on crank pulley.
I have put marks on my old cam belt, and carried them over to the new cambelt, just to make double sure everything was in place

cycle at about 40 degrees and have a hard time continuing the rotation by hand. I'd pull the plugs, slap a socket on the crank bolt and gently, continue through the cycle. Obviously, if something slipped somewhere he's out of sequence, slapping pistons.
After rereading this what I just wrote is so obvious it's dumb! Miller Time!!

of a 16-18 inch long flex handle or ratchet. If you're using a standard length ratchet, you won't have suffcient torque leverage to rotate the crank thru the comepression cycle. I use my 16-inch flex handle and rotate the cran/cams fairly easily.
