It pays for the bills of it's creators :)
It supposed to distort the incoming air so it will mix with fuel better. Similar thing sold in US (Fuel Cyclone or something). I have seen infomercial and can say, that EVERY test they show is bogus and misleading. And I have quite good scientific background.
The standard counter argument around would be: "if there is so simple solution to reduce fuel consumption, why Auto companies spend billions of dollars for all engine research (like fuel injection and variable timing)
