When you speak about resoldering the cluster.... ???

I tore appart my instrument cluster and also found that the check engine light was cut in half...!

Looks like you're about to have some fun.
To post more than one photo at once:
1) Put the url of the first photo down into the box for the "optional image url"
2) Then write out the image posting command for the next photos, as individual commands for each photo. Like this:

You can share more than one picture with HTML IMG tags and,
Removing the old solder and putting new on will probably last longer. I only re-heated mine though and I haven't had any problems yet. I really just wanted to pinpoint the problem before I went to town on it! Don't get it to hot though or you'll start to burn up the traces.

The brown stuff is the result of the last guy who resoldered that cluster not cleaning it
It's flux and really should be cleaned off, as most common types of flux are corrosive.
I doubt the flux is causing whatever problem you're trying to fix now. I don't think it's possible to permanantly fix these clusters, due to the inferior materials (phenolic PCB, etc.) used.
