87 Audi 4000S Idel Problem - Hangs at 3,000 RPM

Hi There,
Visiting from VWVortex, and I thought I'd talk to the experts over here at AudiWorld. I have a 1987 Audi 4000S 2.2 I-5 with 222,000 KMs (138,750 miles). The vehicle doesn't want to idle properly. At first we thought it was the throttle linkage, but then we freed that up and it still hangs. We cleaned out each spark plug, replaced the distributor cap and rotor, and cleaned out the silver thing on the left side (looks like a silver cylinder...connected to air intake and manifold.
THe car still hangs at 3,000 RPMs. If you rev it, it goes to idle for a second, then goes right back up to 3,000 RPM. Is this a known problem, or does anyone have any suggestions as to what I can try? Any help would be greatly appreciated.

I'd look at the idle air control valve. These are famous for getting gunked up and causing the problem you mention. Usually a good cleaning will suffice. Other than that, maybe a vacuum leak or unmetered air?

1.8T motor Idle problem -more frequent swings between 2000 rpm and 200 rpm on cold starts any ideas?
