Default Fuel Pump Relay question

To all you FP guru's: On my 87.5 Fuel pump relay, there is a slot for a fuse on the top of the relay itself....In trying to figure out my stalling problem, i noticed that there is no fuse in that slot. Im assuming there should be one there....but not sure...ALSO,,i took the relay apart, and some crusty plastic was banging around in there..i got it out... hoping this may fix the problem...any ideas? Ps. what is that square piece of metal not affixed to anything floating in there for?
