Does eash of the 3 sections of the cluster flash together, or just one section? Has he had the cluster apart and messed with it?

I'd start by metering the voltage at the brake lights. I agree with Whit, I'd bet there's a short or bad ground issue with the brake lights.

should be one fuse for the dash. Then I'd look under the cowling that covers the top of the dash... and inspect the ground wiring, it's brown if I remember correctly.
The headlight switch could be the cause of the wiring problems if you find some. these are problematic anyway.
For the brake lights... look for a short somewhere back there.
