idle problems

I just drove my car from colorado springs to ridgecrest california, and am having idle problems. In the altitude my idle would be right around 1000 or below. now here in the lower altitude I am having difficulty keeping it below 1600, even with just driving around town. Now would I have to adjust the idle screw or would it be the flapper adjustment screw between the intake boot and the fuel distribution center. what would be the problem? I have a brand new(less then 5K and 6months) idle stablizer valve. What else would it be?

The way to check for vacuum leaks (I'm told) is ... with the engine running, waft an unlit propane torch around the locations of any potential vacuum leaks. If leaking, it should suck the propane into the engine and the idle speed would increase.

Air density between the two locations will change, lower altitude = more dense air. More dense air = a larger mass flow of air through the engine for a given inlet size (IE your throttle body, as its idle setting was not changed).
