ISV internal operation question

To check out my ISV, I pulled it from the 2 hoses, left the key in the "on" position so the ISV was buzzing, and looked inside. The little door on mine only opens up maybe no more than 1/8 of an inch when it's being cycled as the ignition is on. I was under the impression that the internal moving part ("door") spun 360° at various rpms.
Also, when trying to move the spinning piece ("door", or armature I guess you'd call it...) with the power disconnected, it felt like it was spring loaded to auto return to almost shut when no power is applied to it. I've heard people say to "spin it" with a toothpick, etc... but this one definatly doesn't spin freely... Is this CORRECT operation, or is mine siezed up? I flushed the sucker with probably 1/2 of a can of carb cleaner and still does the same thing...

I mean VERY momentarily. It cranks WIDE open... After cleaning I put some light lube in it to keep it fresh... Seems to help...

THe ISV is basically a variable ECU controlled 'air bleed'.
If you take it apart, it's built like a small elctric motor, except that it DOESN'T spin around. It only can work against the spring to open or close the air bleed.
THe ECU controls how far to open the door.
The typical failure mode is that it gums up. If you have it freed up, and it's buzzing when the ignition is on, you are pretty well sorted out.
