More on headlight problem

This is the old 4 light set up. Problem is no left low beam. I checked it over today, no low beam power at bulb. But, there is high beam power. No power at the low beam fuse. I guess my question is where does the fuse get its power from. Is the switch before the fuse? If it is the switch, why do I have a right low beam?
I can tell from looking around that the P.O. had the same problem. Lots of loose stuff in the spots that you have to look.
History, when I got the car there was no left low beam. I took it by an upholstery shop and the guy there decided to have a look. He unplugged the socket and plugged it back in. All of a sudden, low beam. Magic? Well, the light went out again. First thing I did was clean the socket terminals. No luck there.
I suppose this means that it could be intermitten. But, with no power at the fuse, where could the break or loose connection be?
