Rear view mirror busted

Rear view mirror busted
Got an 86 4000csq. My rear view mirror seems to worked its self loose. It bounces up and down and never can hold a position. Are these mirrors glued to the windshield. I know if I try to rip the thing off ill crack the windshield.

Ive reglued 2 of these suckers
There is a tiny allen screw that may just need to be tightened. If its not tightened, the mirror itself can move around a bit. There is a backing plate, which is metal, and the mirror assembly slides onto it, and the allen screw holds it down.
